The documented sector pays full taxes and follows a strict compliance regime, but it competes against products that evade duties and bypass basic controls. Tax evasion sits at the center of the problem, because it allows illegal tobacco to undercut lawful prices and expand shelf space. Once price integrity collapses, compliant manufacturers lose volume, retailers tilt toward untaxed products, and the market normalizes a parallel cash economy that weakens revenue collection.

Regulatory violations reinforce the same distortion at every stage of the supply chain. Packs continue to appear without Track and Trace markings, without compliant Graphical Health Warnings, and at prices below the Minimum Legal Price, a clear signal that taxes have been avoided.

Smuggling and counterfeit packaging further blur accountability, making enforcement harder and compliance less competitive. When illegality becomes routine, legal tobacco absorbs the cost of regulation without the protection of regulation, and Pakistan signals to investors that rules are unevenly applied and enforcement is inconsistent.
